An Inside Look at AEPSi Reports for Measuring OSEP Child Outcomes!
The Office of Special Education Programs (OSEP) requires states to report on outcomes for children receiving Part B or Part C services of the Individuals with Disabilities Education Act (IDEA). AEPS-3 and the AEPSi system are ideally suited to help your program meet this federal accountability mandate for measuring child progress. Our alignment of AEPS-3 Test items with OSEP child outcomes has been expertly validated, so you can be confident that child outcomes data reported are accurate and genuine measures of the three child outcomes. And with reliable data, you can better tailor interventions to the child’s needs and be confident that your exit data will show progress.
The AEPSi system includes several reports to assist in reporting child outcomes to your state or district, including OSEP category, ratings, and summary reports. All reports can be viewed in your browser and select reports can be exported as comma-separated values (CSV) files (editable in Excel), printed, and/or saved as PDF files.
AEPSi has five pre-defined roles: Account Administrator, Program Administrator, Provider, Account Reviewer (AEPSi Enterprise accounts only), and Program Reviewer. The chart below shows the report access for each role. Providers can only view reports for the children assigned to them. Program Reviewers must have access to child data to review child reports.

OSEP Entry Data Only (Aggregate Percentages)
Description: The OSEP Entry Data Only (Aggregate Percentages) report helps programs monitor entry accountability data. This report shows the percentages of children who entered a program at a level comparable to same-aged peers and below same-aged peers for the three OSEP child outcomes.
Use this report to:
- See an overall picture of the children in your program when they started services
- Compare entry accountability data across the 3 child outcomes
- See the number of children who do not have Near-Entry data entered

OSEP Entry Data Only (Categories for Each Child)
Description: The OSEP Entry Data Only (Categories for Each Child) report provides details for each individual child’s near entry data. This report shows AEPS-3 Outcome Raw Scores, same-aged peer benchmarks, and whether the child entered at a level comparable or below same-aged peers. This report also provides a list of children not included and the reason why. The exportable version includes demographic and custom child profile fields that can be used to further analyze OSEP data.
Use this report to:
- See information about the developmental status of children when they entered your program
- Determine which children do not have Near-Entry data entered

Description: The OSEP Entry Data Only (Ratings for Each Child) report shows Child Outcomes Summary (COS) ratings (1–7) for each individual child’s Near-Entry data. The report also provides a list of children not included and the reason why.

OSEP Progress Data (Aggregate Percentages)
Description: The OSEP Progress Data (Aggregate Percentages) report helps programs measure the progress of children across the three child outcomes. The report calculates each child’s Outcome raw scores, compares them to their Near-Entry raw scores and/or same-aged peer benchmarks, and aggregates the results for the three child outcomes.
Use this report to:
- See how many children improved functioning, maintained functioning, and did not improve functioning between program entry and exit
- See how many children are functioning at a level comparable to same-aged peers

OSEP Progress Data (Categories for Each Child)
Description: The OSEP Progress Data (Categories for Each Child) report provides information about the progress of the children in your program. The report calculates each child’s AEPS-3 Outcome raw scores, same-aged peer benchmarks, and OSEP progress category at Near Exit.
Use this report to:
- See children’s scores and the OSEP progress categories (A–E) as they exit your program
- See which children do not have Near-Entry and/or Near-Exit data entered
- See child details such as age at entry, age at exit, and length of service

OSEP Progress Data (Ratings for Each Child)
Description: The OSEP Progress Data (Ratings for Each Child) report displays the Child Outcomes Summary (COS) ratings at Near Entry and Near Exit for each child, as well as the progress indicator for each of the three OSEP child outcomes.
Use this report to:
- See a snapshot of each child’s progress while in your program
- See information about the developmental status of children when they exit your program
- See which children do not have Near-Entry and/or Near-Exit data entered
- See child details such as age at entry, age at exit, and length of service

OSEP Status
Description: The OSEP Status report provides details about children’s Near-Entry and Near-Exit data to ensure that all children are included in your program’s OSEP reports.
Use this report to:
- See the full list of children in your program marked for OSEP reporting
- Ensure that funding source, program entry data, and program exit data have been entered for each child
- Check the status of Near-Entry and Near-Exit assessments for each child

OSEP Outcomes Child Report

The Assessment, Evaluation, and Programming System for Infants and Children (AEPS®) (Bricker, 2022) is a curriculum-based assessment. To meet the Office of Special Education Programs (OSEP) Child Outcomes reporting requirements, AEPS Test items were aligned to the three Child Outcomes. Empirically derived same-age peer benchmarks were generated to address Near Entry and Near Exit OSEP reporting categories. The same-age peer benchmarks were constructed using a national non-random sample of children identified as typically developing with chronological ages from birth through 6 years (i.e., 0-72 months). The full analysis sample included 1,076 children on whom the AEPS-3 Test was completed.
OSEP Summary Statement
Description: The OSEP Summary Statement report is useful for state administrators who are required to report the two summary statements to the federal government. The report includes the program/district name, the number and percentages for each of the 5 OSEP progress categories, as well as the two summary statements for percentage of children who made greater than expected growth and percentage of children who exited at or above age expectations for each of the three child outcomes.

- Calculate the two summary statements that are required for federal reporting
